About the Role

Our client is seeking a strategic and results-driven Procurement Director to lead our sourcing and procurement operations in Hong Kong. They are a top global data centre developer and growing fast not just in Hong Kong but globally, with great funding to allow their expansion.


This pivotal role goes beyond traditional purchasing; you will be a key business partner, architecting and executing procurement strategies that deliver significant competitive advantage, mitigate risk, and drive bottom-line profitability for our critical data center projects. You will lead a high-performing team and manage the entire source-to-pay lifecycle for complex, high-value categories.


Key Responsibilities:

  • Strategic Sourcing & Value Creation: Develop and implement category management strategies for critical spend areas (e.g., construction, MEP, specialist consultants, A&A works) that are fully aligned with our corporate objectives for growth, innovation, and cost efficiency.
  • Commercial Leadership: Lead complex, high-stakes negotiations for major contracts, focusing on total cost of ownership (TCO), value engineering, and forging strategic partnerships that yield long-term benefits.
  • Supplier Relationship Management: Build and maintain a robust, high-performance supplier ecosystem. Foster deep collaborative relationships with key vendors to ensure innovation, reliability, and seamless project execution.
  • Project Partnership: Act as a strategic advisor to project leaders and stakeholders, ensuring procurement activities proactively support aggressive project timelines, budgets, and stringent quality standards from inception to completion.
  • Risk & Compliance Governance: Guarantee all procurement activities and contractual agreements adhere to the highest standards of regulatory compliance, ethical sourcing, and internal controls.
  • Process Excellence: Continuously refine and standardize the source-to-pay process, contract templates, and tender management protocols to enhance efficiency, transparency, and scalability across the region.
  • Market Intelligence: Conduct ongoing market analysis to anticipate industry trends, commodity price fluctuations, and emerging best practices, providing actionable insights to senior leadership.
  • Team Leadership & Development: Lead, mentor, and develop a team of procurement professionals, fostering a culture of excellence, accountability, and continuous improvement.


Qualifications & Experience:

  • A Bachelor's degree in Business, Supply Chain Management, Quantity Surveying, Engineering, or a related field. A Master's degree or professional certification (e.g., CPSM, CSCP) is a strong plus.
  • A minimum of 10 years of progressive experience in procurement and strategic sourcing, with at least 5 years in a senior leadership role within a large, multinational organization.
  • Extensive and proven experience within the data center, critical infrastructure, or construction industry is mandatory.
  • A demonstrable track record of successfully managing multi-million dollar tenders and negotiating complex, long-term service agreements.
  • Expert-level knowledge of contract law, commercial terms, and procurement risk management.
  • Exceptional financial acumen, with advanced skills in cost modeling, total cost analysis, and budgeting.
  • Outstanding leadership, communication, and stakeholder management skills, with the ability to influence at the executive level.
  • Full professional proficiency in English.
